The most recent OPEC Monthly Oil Market Report (www.opec.org) listing of world oil inventories shows an uptrend, but does this presage a potential cutback in tanker cargoes if there is a return to “normalcy,” given relatively flat oil consumption in Western Europe and OECD Pacific regions and marked increases in North American consumption?
