Will East Coast USA Clean Product Imports Expand?

Last month’s TIWM Special Feature examined the recent and noticeable growth in U.S. clean product exports – predominately from U.S. Gulf Coast refiners. With the recent closure of a significant portion of the U.S. East Coast’s refining capacity and the likelihood that more could close by this summer, the potential for increases in the area’s ocean-borne clean product imports seems like a safe bet. Those unfamiliar with a US law promulgated shortly after the start of the last century might assume that U.S. Gulf Coast clean product exports will be diverted to the U.S. East Coast hungry markets on tankers. While a seemingly logical assumption, it runs counter to the reality of the considerably higher freight costs embodied by US Jones Act shipping.
